Building a Diverse Workforce: IRA Policy Implementation

The Inflation Reduction Act (IRA) and Bipartisan Infrastructure Law (BIL) provide $260 million dollars in training funds to expand the energy efficiency workforce - including for home performance contractors via the Training for Residential Energy Contractors (TREC) program. State energy offices will soon begin to receive TREC dollars to expand their home performance workforces and also prepare workers to deliver state HOMES and HEAR rebate program projects. Critically, this funding opportunity is designed to help meet Justice40 goals, with the goal that 40% of the overall benefits flow to disadvantaged communities. State TREC plans must also include community benefits plans and explain specific state approaches for recruiting and training individuals from underrepresented groups or disadvantaged communities. Consequently, these state programs mark potentially critical downpayments to grow diverse home performance workforces in states across the country.
