Noreen Beatley, Vice President/Sr. Program Manager, Healthy Housing Solutions (Solutions) is the program manager of the evaluation of HUD's Older Adult Home Modification Program (OAHMP). Ms. Beatley has worked at Solutions since 2009, and has nearly 25 years of experience working at the intersection of affordable housing and healthy communities, green building, energy efficiency, and sustainable community development policies and programs. She has managed several major HUD projects, including the Healthy Communities Transformation Initiative (HCTI), which created the Community Health Index and its associated Community Health Assessment Tool; and an evaluation of senior fall prevention programs, which developed HUD’s senior falls prevention and integrated care report and toolkit. In addition to these Solutions’ projects, Ms. Beatley directed the development of HUD’s Housing and Transportation Affordability Index (HTA Index) which produced HUD’s Location Affordability Index and My Transportation Cost Calculator tools.
Ms. Beatley has authored or contributed to numerous reports on energy efficiency and green building, smart growth and affordable housing, and the integration of health and housing. She holds a master’s degree in public affairs from the Lyndon B. Johnson School of Public Affairs, University of Texas at Austin, and Bachelor of Arts degrees from the University of Rhode Island.
