Bill leads the State and Community Energy Programs efforts at Oak Ridge National Laboratory, including technically challenging research. This role continues Bill’s two decades in residential construction, including 15 years focused on weatherization and energy efficiency programs. Throughout his career, Bill has touched everything from zero-net energy new construction to in-field retrofit of historic homes to measurement and verification of technically demanding retrofits. Whether within the residential building retrofits, new construction, or general everyday life, Bill continually utilizes opportunities to help others (residents, field staff, researchers, etc.) identify opportunities and implement practical solutions. Bill currently maintains professional certifications from the Building Performance Institute (BPI) and was previously a trainer and proctor of BPI and Building Operator Certification (BOC) programs.
