Home Energy Labeling Policies & Programs in the Time of IRA

Consumer demand is the heart of market transformation. When homeowners and home buyers are willing to pay a premium for an efficient home, or for an energy upgrade, programs and rebate dollars won’t be needed. So how can energy efficiency programs, home performance pros, and weatherization firms shift customer demand permanently? How do you create the kind of homeowner market that values air sealing and wall insulation as much as it values countertops, cabinets, and decks? How do you plan for a post-IRA, post-rebates world? Are there unintended consequences from this work?

This session will also investigate and illuminate on the most up-to-date guidance on the use of Home Energy Scores within an IRA program and how it could complement an IRA program. The session will provide insights for energy program implementers, installation contractors, and state/local governments. The session will also describe best practices for how energy disclosure policies and programs can leverage IRA incentives and offer examples of how energy disclosure programs can be used for rental properties to benefit prospective renters.
